— Automating condition coordination and agreement formation in data transactions through AI, accelerating the digital transformation of the last mile of a data society: agreement formation and contracting —
The Data Society Alliance (located at 4-13-4 Shiba, Minato-ku, Tokyo; Representative Director/President: Noriaki Okui; “DSA”) and the Automated Negotiation SCM Consortium (located at 1753 Shimonumabe, Nakahara-ku, Kawasaki, Kanagawa; President: Satoshi Morinaga; “ANC”) are pleased to announce the conclusion of a collaboration agreement (memorandum of understanding) aimed at the social implementation of AI-powered Automated Negotiation technology in the data trading process within the data space.
The two organizations aim to build a framework in which AI autonomously handles “condition coordination” and “agreement formation” between data providers and users, and will commence joint proof-of-concept experiments and standardization activities.

Data trading initiatives are currently being promoted across various sectors in industry, government, and academia. However, the coordination process — from discovering appropriate data to reaching agreement on conditions such as purpose of use, pricing, and scope of responsibility — requires significant human effort and time.
To overcome this situation where “coordination costs” have become a barrier to data utilization, there are expectations for the implementation of “Automated Negotiation technology,” which enables AI agents to engage in dialogue and coordination to automatically find optimal agreements.
| Key Collaboration Activities |
The two organizations will pursue activities centered on the following four pillars.
(1) Joint Proof-of-Concept (PoC) Experiments
ANC’s Automated Negotiation agents will be integrated into the data space technology “DATA-EX” promoted by DSA to conduct proof-of-concept experiments aimed at automating the coordination process for data usage conditions in realistic data trading scenarios.
(2) Co-authoring of Reference Documents and Standard Specifications
The organizations will jointly develop guidelines for the standardization of negotiation protocols in data trading, as well as for clarifying the legal validity of autonomous AI-driven transactions.
(3) Joint Seminars and Workshops
To raise awareness of the potential of Automated Negotiation technology, the organizations will hold regular seminars for developers and business leaders.
(4) Joint Policy Proposals
The organizations will make recommendations to government and relevant agencies to create an environment where autonomous AI-driven transactions are legally protected and social implementation is facilitated.
